II II Abstract Abstract In the current domestic environment, it is relatively difficult for medium-small size enterprises to finance, therefore, this essay compared the current status of credit evaluation for both the domestic and international medium-small size enterprises; combined credit guarantee and financing experiences from Chengdu SmallMedium Enterprise Credit Guarantee Co.,Ltd; used Fuzzy mathematics tools to give out a suggestion about the method of guarantee and evaluation; and finally exercised through realistic examples. Credit guarantee companies utilizes own capital to magnify their credit in order to help the financing problem of medium-small size enterprises. In the realistic financing operation process, the biggest difference between banks and credit guarantee companies is that banks can control clients’ cash and obtain sufficient capital as their collaterals in order to decrease their own risks. Although medium-small size enterprises cannot control their clients like what banks usually do, the problems medium-small size enterprises faced are even more, and more uncertain, as the matter of fact, it is more difficult for them to evaluate those clients accurately. Credit guarantee have very high risk and low yield rate, so each guarantee will effect survival of credit guarantee institutions. How to control risks is the most important problem that all the credit guarantee companies seek to resolve, and the process of judging and measuring risks is the process of evaluation of credit guarantee. Fuzzy mathematics, as a new branch of mathematics, was established in 1965. Because fuzzy mathematics broke the restriction of traditional mathematics which doesn’t allow amphiboly, it quantified those subjects, relative or not relative to mathematics, and showed its strong power and deep penetration. Fuzzy mathematics also enlarged the scope of mathematics, based on the support from computer science and technology, in order to be developed with might doubled. F
