strengthen the construction of Industry Agglomeration District and to utilize land intensively. Research shows: Land use structure and industrial structure are closely related. Industrial structure decides land use structure, and land use structure provides the material foundation for industrial structure. Land resource is the basis of economic development, and without it, no growth is possible for every single economic sector. Continuous adjustments of land use structure provide conditions and drivers for the adjustment of the industrial structure; Industrial structure adjustment can in turn cause changes of land use structure, and so can lead to redistribution of land resources between different industrial sectors, direction guidance of land resources development and utilization, and influence of land utilization effectiveness. At present, in the process of regional development transformation, Henan Province’s land use structure is not only facing pressure from readjustment of the industrial structure but also the development of land use structure itself. Research on regional land use structure from the perspective of industrial structure can be done through the aspects of land - use efficiency, industry - driver, and structural differences. Currently, the output value to land-space ratio for Henan province’s Primary Industry is quite low, and has been growing slowly. The ratios for Secondary and Third Industry have been on a growing trend, with the Third Industry having the highest GDP to land-space value and continue to grow fast. Base on the land occupation rate, through 2005 to 2009, Primary Industry’s proportion didn’t decline along its output, because of the strict enforcement of land use control system, which aims to preserve agricultural land; Secondary and Third Industry’s land occupation are growing, and this is consistent with their increasing output, however, notably the growth rate is not as high, thanks to the adoption of intensive utilization of la
