Abstract Since the reform and opening up, urbanization, as an important historical task of Chinas modernization, has experienced a low starting but fast development process under the driven of the market and industrialization. At present, China has entered into a critical period of opportunity and transformation for the economic and social development: Population size is growing, rural farmland protection and urban construction land demand are inflating at the same time, the contradiction between people and land is tight, Land resources bottleneck restricting economic development continue to highlight and urbanization development faces many challenges. From 1978 to 2013, Chinas urbanization had grown at an average annual growth of about 1 percent; urbanization accelerates the rural population into urban population in the process. Constrained by rural residence land institution, the market space of rural residential land transfer is limited, resulting in Chinese rural housing and residence land idle and the wasting are frequent. According to the analysis, China’s current rural homestead vacancy rates are around 10%--15% and the idle homestead area are at least 20 million mus. Farmers as rational economic actors are seeking to achieve the homestead property transfer pathway, leading to large numbers of homestead invisible transfer market teeming and the interests of the village collective economic organizations and farmers cannot be guaranteed. As special land resource, promoting residential land transfer not only helps to alleviate the bottleneck of urban land development, but also helps to regulate the use of Chinas rural homestead, to broaden the financing channels of farmers and improve the efficiency of land use is very important for promoting urban and rural development.
