Abstract In past four decades, the urban adaptive traffic signal control systems have been widely implemented in many cities all over the world. SCOOT (Split Cycle Offset Optimization Technique) and SCATS (Sydney Coordinated Adaptive Traffic System) may be the most sophisticated and successful systems and were introduced in China.Regarding the nature of SCOOT and SCATS, the control algorithms are too complicated and have greater reliance on real-time detector data. The system performance is dominated by the availability and reliability of the detector data. This paper presents a new method to design the urban adaptive traffic signal control systems. With regard to four-leg intersections, T-type intersections and roundabouts, it discusses the design of phase scheme, the detectors location and the cycle length optimization. The signal operations at an individual intersection level are completely managed by local controllers. To the extent that the local controllers can communicate with each other, the new method employs a mechanism of inquiry derived from the time-space relationships between adjacent short-linked intersections, instead of complicated algorithms, to coordinate the signal operations of adjacent local controllers, using the traffic conditions on each approach that are estimated and recorded by local controllers. Bottleneck control and isolated intersection optimization are embedded in local controllers and will work in case of emergency. Regarding a control area, demand control is introduced to influence the signal operations of some local controllers to avoid over-saturation. According to simulation experiments’ results and field observations, the new method has a good practicability and can be implemented in cities with low road density, short-linked intersections and heavy demands.
