Abstract Small and medium-sized enterprises (SMEs) 缸e not only the important units of national economy but also main driving force for e∞nomic growth，and they have a1ready become the key point of Chinas current economic development. However，for such a long time，Chinas SMEs have confronted the agony caused by difficulties of financing. People engaged in relevant research havent found an effective approach into this problem. In this dissertation，1 make the research and try to give some policy suggestions which ar百 helpful for SMEs to resolve financing problem through analyzing the problem theoretically and empirically. This dissertation is ωmposed of four parts. The first part analyzes 也e causes of SMEs difficult financing from the poinl of views of direct financing and indirect financir毡， which 缸e the morbidity of Chinas financial system and the lack of financial institutions and organizations providing financing services for SMEs. The second pa眈 expatiates in theory the inevitability and 由e rationality of the existence of non-governmental finance: interest rate control inevitably leads 10 it，infolτnation s归口metry，low dealing fee，short dealing time and system compatibility make it advantageous over formal or governrnental finance to serve SMEs. The third part analyzes empirically non-governmental finance of Wenzhou in the round including its development ，positive and negative effects on Wenzhous economy，specially social and economic background ，and operating system. The fourth part puts out such policy suggestions as building up non-governmental financial institutions and improving social credit re∞rding system on the basis of theoretical and empirical analysis aboveηm constructing of non-governmental financial institutions includes two sides: promoting inter-person credit into legalization and standardization gradually; developing small and medium-sized non-governrnental banks.
