东北财经大学本科毕业论文 基础设施PPP融资模式的探讨 作 者 任未 学 院 财政税务学院 专 业 财政学 年 级 2011 学 号 2011210022 指导教师 张海星教授 答辩日期 成 绩 摘 要 摘 要 PAGE 1 摘 要 PPP模式即政府与私人组织之间，为了合作建设城市基础设施项目，或是为了提供某种公共物品和服务， 以特许权协议为基础，彼此之间形成一种伙伴式的合作关系，并通过签署合同来明确双方的权利和义务，以确保合作的顺利完成，最终使合作各方达到比预期单独行动更为有利的结果。本文便对PPP融资模式在基础设施中的应用进行探究。 本篇论文分为四个部分，第一部分:对基础设施PPP融资模式进行一般分析，介绍了PPP融资模式的基本内容以及其与基础设施的关系，探究PPP融资模式的优势以及在基础设施领域的作用。并分析了在基础设施领域中引入PPP融资模式的必要性与可行性。第二部分:我国基础设施建设融资模式的历史与现状，在对我国基础设施融资历史与现状的探讨中发现了我国现行融资模式存在的问题，包括财政直接融资模式，间接金融融资模式以及市政债券融资模式，从国家政府部门信誉角度，私人企业角度以及金融市场风险角度进行详细分析，都存在相应的问题。第三部分:城市基础设施融资模式的国际经验与借鉴，对澳大利亚和英国的基础设施融资的历史与现状进行简要介绍，分析其近年来基础设施发展较快的主要原因，第四部分:基础设施PPP融资模式的完善与创新，通过对基础设施融资模式国际经验的借鉴，来寻找完善我国基础设施PPP融资模式的对策，同时提出了创新基础设施融资模式，使融资渠道多元化的建议。 关键词：基础设施 PPP 融资模式 目 录 ABSTRACT PAGE 2 PAGE 1 ABSTRACT The PPP model in order to cooperation in the construction of infrastructure projects or to provide some public goods and services between the government and private organizations is to the concession agreement as the foundation and formed a partnership with each other. It can define the rights and obligations of both parties to ensure the successful completion of cooperation by signing a contract. The cooperation between parties eventually reached more favorable than expected results alone. In this paper, the application of PPP financing mode in the infrastructure of the inquiry is given. This thesis analysises the PPP financing mode of infrastructure in our country generally. It introduces the basic content of the PPP financing mode and the relations between it and the infrastructure. It is talking about the function of the PPP financing mode in the area of infrastructure and analysises the necessity of it. Then I found the problems from the financing mode our country uses now by discussing the history and the current situation of the financing of our infrastructure recent years.
