PAGE 本 科 毕 业 论 文（设 计） 题目（中文）： 城市流动摊贩管理新模式的探索 （英文）：The Exploration of a New Management Mode of Urban mobile hawkers 学 院 上海行政学院 年级专业 2007级行政管理 学生姓名 学 号 070145630 指导教师 完 成 日 期 2011年4月 PAGE VI 摘 要 城市流动摊贩在多数市民眼里是“弱势群体中的弱势群体”；在城管眼里，是与他们打游击战的“老鼠”；在政府眼里城市管理活动中的难点、重点。对于该现象，各地政府纷纷探索不同管理模式，市民学者也热议不断。流动摊贩是不可能被根除的，否则与城市发展规律不符，他们也不应该被一刀切似的完全取缔，否则“以人为本”的和谐社会难以实现。国内外各地的管理模式各有所长，但仍有待于完善的空间，本文试图从分治合作的角度探索流动摊贩管理的长效模式，以善治理论下的多元合作为分析工具，从管理的主、客体两方面展开论述，并就“分治合作”中应注意的问题，提出一些想法与建议。 关键词：流动摊贩，管理模式，分治合作，善治 Abstract Urban mobile hawkers belong to the most vulnerable social group of all in many people’s mind. Supervisors of town appearance believe that they are the ‘Rat’ in the guerrilla campaign. And they are the troublesome and focal point in urban management for local governments as well. Local governments seek different management models across the country, and citizens and scholars discuss this topic heatedly. Mobile hawkers cannot be eliminated, or else it does not match the routine of city development. They should not be banned completely, or else a harmonious society cannot be realized in the manner of ‘People-Oriented’. Domestic or foreign mobile hawkers have both strong and weak points, but any of the models needs to be improved. This article is attempts to seek a long-term effective management model in the way of divided governance and cooperation, the multiple cooperation of good-governance theory is the analytic tool, discussing the topic both subjectively and objectively, and then offers some suggestions and proposals for some hot issues in Governance and Cooperation.
