村镇银行现状与发展探究 ［ ］近年来，国家制定Y—系列的政策措施为金融改革在农村地区的顺利进行打下基 础。在新农村建设屮，金融改革和创新成为Y重屮之重，而村镇银行的出现正是顺应了这一 改革趋势。在农村金融机构试点的四年来，村镇银行在解决农民贷款难，拓宽农村中小企业 融资途径中发挥了重耍作用，丼促进了农村金融市场多元投资主体并存、多种形式金融机构 良性竞争局面的出现，为新农村建设注入血液。木文在认识到村镇银行重要性的基础上通过 对村镇银行资金规模小、监管不到位、服务“三农”宗旨的偏离、基础设施不完善等存在的 问题进行原冈分析，提出应加大宣传力度，提高村镇银行认知度，加强人才队伍的建设同吋 健全风险防范体系及加强政策支持强度等完善其发展的若干建议。 ［关键字］村镇银行；农村金融；业务经营；金融监管；可持续发展 Town Bank Present Situation and The Development Explored [Abstract] In recent years，the state has enacted a series of policies and measures to smoothly lay the foundation for financial reform in the rural areas. Financial reform and innovation has become a top priority in the new rural construction，and the appearance of the town bank is complied with the trend of the reform. During a pilot of four years in rural financial institutions，the town bank in solving the difficultly of farmers’ loans， broadening the financing channels of small and medium-sized enterprises played an important role, and promoted rural coexistence of multiple investors in financial markets，the emergence of different forms of financial institutions benign competition，which injected the blood into the new rural construction. Based on the understanding of the importance of town bank，this paper analyses the problem of the small scale of the town bank funds，of inadequate supervision, of the deviation of the service tenet of ’’agriculture，countryside and farmers”，of infrastructure imperfectness, and proposes the propaganda，improves the awareness of town bank, strengthens the construction of the talents, meanwhile, perfects the risk prevention system and enhances the intensity of policy support to complete the development of some suggestions.
