PAGE PAGE 1 论 文 题 目 ：广东新型农村合作医疗制度研究 学 生 姓 名 ： 学 号 ：1044001475950 学 校：广东茂名广播电视大学 专 业 ：行政管理 摘要：中国是一个人口大国，其中农业人口占全国总人口的63.91%，农民的医疗保障问题也是我国发展的关键问题。在2011年3月十一届全国人大四次会议和全国政协四次会议已经召开，医疗改革是这次会议的热点之一。广东省从在2003年开始大力推进新型农村合作医疗制度的试点，经过几年时间的实践，取得了不错的成效，在一定程度上减轻了农民的负担。但是新型农村合作医疗在筹资、补偿、农村卫生资源等方面还有很多的缺陷需要慢慢改善。本论文从广东省新型农村合作医疗制度保障的现状出发，分析广东省新型农村合作医疗制度存在的问题，提出相关提高新型农村合作医疗保障水平的对策，让新型农村合作医疗制度更好地保障农民的医疗卫生利益。 关键词：新型农村合作医疗制度 问题原因 建议 Abstract： China is a country with a large population, the agricultural population accounts for 63.91% of the total population, rural medical security problem is a key problem in the development of our country. In 2011March eleven National Peoples Congress and the CPPCC National Committee at the four session of four conference was convened, healthcare reform is the focus of this meeting. Guangdong Province in 2003began to vigorously promote the new rural cooperative medical system pilot, after several years of practice, has achieved good results, to a certain extent, reducing the burden on farmers. But the new rural cooperative medical financing, compensation, rural health resources, there are a lot of defects need to be slowly improving. This paper from the Guangdong Province of new rural cooperative medical system security situation of Guangdong Province, analysis of the new rural cooperative medical system problems, put forward to improve the new rural cooperative medical security level countermeasure, so that a new type of rural cooperative medical care system to better safeguard farmers health benefits.
