Abstract China is the cradle of tea, it’ s also one of the most important countries of the tea production and export. Because some of the reason, green trade barrier set up by some developed countries has affected our tea export badly. For the technologies Related and the constraints of the national? s legal，the developing countries face the more severe trade challenges. We should look on the problems existing in the tea industry impersonally. In this thesis，the problems have been analyzed with the serious problem of pesticide residues，and strict requirements to safety, system of notarization and Food labels. It has certain influence to the export of tea. On the Positive -term, it is benefit to the sustainable development of our tea exports and raise our tea exports environment reputation. On the negative -term, it cause Chinese tea export increased costs, competitiveness in international competition and slow the growth of Chinese tea export. Some measures are given to help our tea export. The government should strengthen the green publicity, To carry out green marketing strategy ， take a continuable way. Key words: green trade barrier, tea export, effect, strategy 国际贸易中，规则的制定更增加了环保因索，环境的发展，可持续的要求，更需要 贸易屮创造出更好的软环境，但是存在绿色贸笏權垒，相关的技术和各W家相关的法律 约束，对发展屮W家的贸易挑战更加严峻。绿色贸易壁垒足影响两国（或地区）间贸易 发展的重要因素。以农药残留标准为主要PJ容的绿色贸易壁垒严重影响了我W农产品的 对外贸易，其屮我国传统特色出口农产品——茶叶受到的绿色贸易壁垒的影响最为典 型。绿色贸易壁垒不断加高，已经成为我W茶叶出口的主要障碍。 一、中国茶叶出口贸易的现状与问题 （一）中国茶叶出口贸易的现状 中国茶叶出口贸易范围广 我国是茶叶的故乡，迄今为止，茶叶生产在我国已冇5000多年的历史。我国茶叶 产区辽阔，东起台湾、两至两藏东南部、北起山东南部、南至海南岛，遍布21个省、 市、自治区。 茶叶是我国农副产品屮的主要种类之一，出口历史悠久而且历来是大宗出口商品。 1000多年前，中国茶叶就远销国外，先后与30多个国家建立了茶叶贸易关系。 茶叶是我国经济效益较高的优势农产品之一，茶叶产业历来受到国家政策的奋力扶 持。十七屈三中全会以及中央农村工作会传出的政策信息，2010年国家惠农政策将频 繁出台，这也将惠及到茶叶行业。 2.中国茶叶出口贸易量大 据海关统计数据，2010年我国茶叶出1_1相对于2009年所创历史新高有所下降，全 年出口 30.2万吨,同比下降0.2%，出口创汇7.84亿美元，同比增长11. 2%。2000?2010 年我国茶叶出口量及出口额如表1所示。 表1 2001年-2010年中国茶叶出口量及出口额 2000 2001 2002 2003 2001 2005 2006 2007 2008 2009 2010 出口量（万吨） 22.8 30 25.2 26 28 28.7 28.7 28.9 29.7 30.3 30.2 出口额（亿美元） 3.5 3.4 3.3 3.7 4.4 4.8
