PAGE PAGE 1 浅析我国农村剩余劳动力转移 史 雪 艳 撰写日期： 2009年 6 月 1日 【摘要】农村剩余劳动力转移问题在我国当前形势下显得异常突出和严峻。目前加快农村劳动力转移已经农民增收的主要途径，也是彻底解决三农问题的关键。建设社会主义新农村的重大历史任务，给农村剩余劳动力的转移带来了新的机遇和挑战。由于我国目前农村剩余劳动力数量庞大、农村劳动力综合素质较低、城市化进程缓慢以及相关的政策措施不完善，农村剩余劳动力转移依然面临较大的压力。如果大量剩余劳动力滞留在农村，而无法转移，不仅是对劳动力资源的极大浪费，也不利于农村经济的发展，而且会给新农村建设带来一系列社会问题。因此，如何进一步推进农村剩余劳动力的科学、高效转移，已经成为新农村建设面临的重大历史任务。本文着重论述了我国农村剩余劳动力转移问题形成的历史原因，提出了我国目前农村剩余劳动力转移所面临的主要问题，在此基础上重点探讨了新农村建设背景下有利于农村剩余劳动力转移的战略思路与对策。从我国农村剩余劳动力转移的特殊性出发，提出一套具有一定实践意义的解决新农村建设背景下农村剩余劳动力转移问题的方案。 关键词：农村剩余劳动力 转移 问题 对策 【Abstract】transfer of rural surplus labor force in the current situation in our country, was extremely prominent and severe. Speed up the transfer of rural labor force is the most important ways to increase income of farmers, but also solve the keyagriculture. Building a new socialist countryside of major historic task, to the transfer of rural surplus labor force has brought new opportunities anddevelopment. However, due to the current large number of rural surplus labor force, the low quality of the rural labor force, the slow process of urbanization, as well as related policies andmeasures are imperfect, the transfer of rural surplus labor force continued to face greater pressure. If too much of the surplus labor force remaining in rural areas, can not be transferred, not only is a great waste of labor resources is not conducive to the development of rural economy, but also in rural areas to the new series of social problems construction. Therefore, how to further promote the transfer of rural surplus labor force, building new rural areas have become the major tasks facing.
