II II Abstract Someone once said a country which has no archives will lose the history and become legend. The archives have an important effect to the human society survival and development. However, there exist some precipitating incidents in nature and human society. They bring damage to the safety of archives. It is an important task of archives work to protect archive and its information security and strengthen the emergency management department of archives of emergencies. Only by building a scientific and effective management system of archives disasters on the basis of early warning and prevention, can ensure archives safety and minimizing the disaster loss of archives effectively. The thesis is divided into four parts. The first part mainly introduces study significance, train of research thought and study status at home and abroad, research methods and the possible innovation. The second part mainly analyzes the significance and value of the emergency plan and the development of principles. Archives are firstly analyzed the important role of contingency plans. Emergency plan is an important means of maintaining archives security and the key to promote archives department of emergency management ability. Emergency plan also is an important content of the file security system construction. Secondly, it analyzes the archives departments to formulate emergency plan should adhere to the basic principle, main have comprehensiveness principle, standardization principle, scientific principle and operability principle. The third part is analyzing the current situation of archives and contingency plans. The archives department in the preparation of emergency plans and management process has made some achievements, made many positive and beneficial exploration, but there are also many problems: the emergency plan of single type, system is not perfect, plan content formalization, classifier system is not complete, lack of scientific performance evaluation mechanism, pe
