II II 摘 要 伴随着中国经济在数量和规模上的持续快速发展，资源和能源过渡消耗，污 染物大量排放，温室效应、臭氧层破坏、人口增加、生物多样性减少以及沙漠化、 水土流失、土地退化等一系列的重大生态环境问题日益凸现。面对我国生态环境 现状，中国政府在对世界经济发展历程冷静回顾和对当今全球环境问题深刻剖析 的基础上，结合我国十多年来经济高速发展的经验和教训，提出并全面部署了中 国的可持续发展战略。 本文以甘肃省为研究背景，借鉴和应用有关可持续发展、层次分析法、因子 分析法理论分析了甘肃省可持续发展能力的现状及变化趋势。首先，通过对国内 外可持续发展理论的介绍，提出本文的研究思路和研究方法。其次，揭示出可持 续发展指标体系构建的共同特征，并在此基础上形成甘肃省可持续发展能力的综 合评价指标体系，并采用 AHP 法、主成分分析法分析了甘肃省 1994—2007 年可 持续发展能力情况。最后，在分析甘肃省可持续发展能力形成原因的基础上，提 出了一些适宜的政策建议。 通过实证分析，本文得出以下结论：1.甘肃省总体可持续发展能力自 2000 年来成稳定增长趋势；2.甘肃省经济可持续发展能力呈快速、平稳增长趋势；3. 甘肃省社会可持续发展能力比较平稳，自 1999 年以后进入快速增长阶段；4.甘 肃省人口可持续发展能力在 1999 年前后经历了一个比较大的波动起伏期，1999 年以后进入一个持续稳定提高的状态；5.甘肃省资源可持续发展能力堪忧，整个 研究期内变动幅度较大；6.甘肃省环境可持续发展能力以 1998 年为分水岭，经 历了一个急速下降然后逐年稳步提高的过程；7.甘肃省科教可持续发展能力周期 性提高，呈折线型上升状态。 本文的研究旨在揭示甘肃省可持续发展能力现状及变化发展趋势，为甘肃省 进一步提高可持续发展能力，实现可持续发展，提出一些建议。 关键词：甘肃 可持续发展 层次分析法 主成分分析法 PAGE PAGE IV Abstract With the sustainable high growth of China’s economy in quantity and scale, resource and energy consumed excessively, pollutants emit massively. A series of significant ecological environment question had appeared day by day, such as Greenhouse effect, the ozone layer destroying, the population increasing, the biodiversity reduction，the desertification, the soil erosion, the land degeneration and so on. Facing ecological environment situation, the Chinese government reviewed the world development course calmly, had analysis the global environment question profoundly, unified our country’s development experience and lesson more than ten years. Finally, the Chinese government proposed and has comprehensively deployed sustainable development strategy. This article takes Gansu Province as the research background, models and applicates the theories about sustainable development and analytic hierarchy process, analysis present situation and the change tendency of Gansu Province’s sustainable development ability.
