万方数据 万方数据 Research funding conservation management issues of public policy under the Perspective of rural roads A Dissertation Submitted for the Degree of Master Candidate： Hou Lin Supervisor：Prof. Xie Junzhan Chang’an University, Xi’an, China 万方数据 万方数据 万方数据 万方数据 万方数据 万方数据 摘 要 农村公路作为农村公益性的基础设施，不仅是社会主义新农村建设的交通保证﹑全 国交通网络的重要组成部分，这一连接城乡的重要桥梁更是改善农民生活质量，促进农 村经济腾飞的必然要求，对于推动农村城镇化建设和全面建设小康社会具有重要的意 义。在新时期的惠农政策下，我国农村公路的建设取得了巨大的成就，公路的里程进一 步增加﹑覆盖面进一步扩大﹑质量进一步提高。然而，不可否认的是在我们取得发展成 果的同时，依旧存在诸多问题亟待解决。农村公路的建设是前提，养护是保障，为了实 现农村公路的可持续发展，农村公路的养护应当作为更重要的课题进行研究探讨。然而 相对于公路建设，公路养护一直都处于较为滞后的状态，对农村公路建成后的养护管理 往往重视不够，养护资金的筹集困难，资金到位得不到保障，资金的使用监管亦存在漏 洞，“重建轻养”的意识以及体制的不完善导致了相当一部分的农村公路处于失养状态。 因此，为了管理好﹑用好农村公路养护资金，应积极采取有力措施，保证农村公路的健 康发展。 本文在我国现行公路养护政策的大背景下，结合目前农村公路养护资金管理现状， 对农村公路养护资金筹集以及使用管理中所存在的问题进行了系统的分析，并分别提出 了改进目前农村公路养护资金筹集、使用和监管的对策建议。 关键词：农村公路；公共政策；养护资金；资金筹措；使用监管 I Abstract Rural highway as the infrastructure of rural public welfare, is not only to build a new socialist countryside transportation guarantee, an important part of the national transportation network, an important bridge connecting urban and rural is improving farmers quality of life, promote the rural economy inevitable requirement, to promote the construction of rural urbanization and building a well-off society in an all-round way has the vital significance.
