Building a new socialist countryside, reducing the urban-rural, regional development disparities, improving peoples livelihood and promoting social fairness and justice, all of these urgently need to promote equal education and promote the coordinated development of education. Free education for normal college students is a strategic measure of solving the structural imbalance of education and promoting educational equity. Weak development of rural education will restrict local economic development and social progress; also, educational backwardness will affect future economic development of the western. State special funds have supported the policies, which is sufficient to explain the importance of the policies. The formulation of the policies fully reflects the profound understanding of education on the importance of social development by the Party and the State. And education was put in the strategic level of the promotion of social development. The third part has particularly expounded the contents of current free education policies for normal college students in China. In May 2007, the General Office of the State Council had forwarded the circular of “Measures of Free Education for Normal College Students in Normal Universities Directly under the Ministry of Education (Trial)” by the Ministry of Education, Ministry of Finance, and Central Office, the Ministry of Personnel.
