PAGE PAGE IV Abstract From 1978 to nowadays, the Chinese reform and open policy has been 30 years, when the level of industrialization of China increased largely. It is a period of the heavy industrialization stage that the manufacturing industry turns to the leading industry of the economy, while the complex products become more and more important in the economy. However, there is a cure fact of the lower international competitiveness in our complex products, and it becomes a limitation to the development of the Chinese industrialization now. As our resource and environment situation becomes worse, and the labor force cost increases quickly, we have to change our development mode from “high input, low output” to “low input, high output”. The key is the innovation, especially, which in the complex products competition force. But the complexity of the complex products themselves also brings the difficulty and uncertainty to the course of their innovation, which has already been a burden of the entrepreneur firms. What?s more, this complexity, at the same time, also requires innovation at the various stages to maintain certain continuity. It makes the benefits of innovations not only difficult to transfer, but also not easy to imitate. So, if we want to get the big breakthrough in the innovation, it is very difficult simply to rely on foreign imports. In view of this, it is very meaningful to find a new road which can deal with the complexity and decentralize innovation risk, of further enhancing Chinese innovative competitiveness of complex product system. The difference between our research on innovative competitiveness and predecessors? is that we select the complexity as our research perspective.
