公共技术平台的可持续发展模式研究——以集成电路设计平台为例工商管理专业论文.docx

摘 要 摘 要 信息产业是 21 世纪世界经济的主导产业和支柱产业，集成电路（IC）产业的 发展是一个国家信息产业发展的重要基础之一，其发展水准已成为衡量一个国家 综合国力的重要标志之一。在国家“十五”计划重大建设专项的战略布署中，国 家科技部以前所未有的在基础平台上的建设投入力度，在全国设立了 7 个具有战 略意义的国家集成电路设计产业化公共技术平台。 针对 IC 设计的行业高速变化的特点，如何更加有效地利用各种公共研发资源、 使 IC 设计公共技术平台面向更广泛的充满活力的中小企业，对其建立、运行及发 展的可持续性提出了更高的要求，研发平台的可持续性发展可以为众多的集成电 路设计企业的创新创业，提供更加贴近于技术前沿的公共技术服务环境，也对提 升政府投入的效率，加强集成电路设计行业和企业创新的能力，降低创新创业成 本具有重要意义，并对我国其他领域的公共技术平台的可持续发展提供良好的借 鉴。 本论文正是针对公共技术平台的发展模式问题，以 IC 设计公共平台的可持续 发展模式为主要的研究对象，在深入分析集成电路设计研发资源特征、国内外以 孵化器为主要载体的公共技术平台以及国内 7 家 IC 设计平台的基础上，对集成电 路设计的公共平台的可持续发展作了创新性和探索性研究。主要内容为： 1．详细研究国内外公共技术平台的发展状态以及现有的 7 家 IC 设计平台的 构建现状。 2．针对集成电路设计业特征，详细研究了其公共技术平台的发展对区域与行 业的影响。 3．研究并提出了集成电路设计的公共技术平台的构建层次模型、构建可持续 发展平台的具体构建模型。 关键词：公共技术平台，可持续发展模式，集成电路设计 I ABSTRACT ABSTRACT Integrated Circuit (IC) is one of the important foundations in the development of information industry, which plays a leading role in the world economy in 21century. The level of IC industry of a country is becoming one of signs of the comprehensive national strength. In the Tenth_Five year Plan of China, the investment by the Ministry of Science and Technology on RD platform reached a new high level. 7 national integrated circuit design industrialization public RD platform were founded in the country. To found and operate the IC design RD platforms for the vital small and middle sized IC design enterprises and to make it develop sustainable are hard problems because this industry changes rapidly. The sustainable development of IC design RD platforms could provide a public technical service at the leading edge. It is important for increasing the efficiency of investment governmental, for enhancing the innovation capacity of IC design industry and the enterprises, and for reducing the cost of innovation. At the same time, it is a good reference for the sustainable development of RD platforms in other areas. On studying deeply the characteristics of requirement of IC design RD, the public RD platforms domestic and abroad, and the 7 IC design platforms
