It is an important theoretical significance and practical significance for us to further promote the reform of Chinas market economy process and address the international financial crisis. This paper systematically explains He Bingxians main economic ideas. Starting with the life of He Bingxian ,It makes a brief summary of his political journey and academic course. He Bingxian concludes that the basic reason why China’s foreign trade didn’t develop well in modern times was the passive trade,and suggests some measures related to such aspects as “enlarging the scale of the export”、“ tariff policies of moderate protecting” and “developing China by relying on both II industry and agriculture ” should be adopted to develop foreign trade.by giving a precise definition of controlled economy, He Bingxian expresses the essence of controlled economy,and introduces its six main forms .With making deep analysis on the causes of the U. S. recession, He introduces and evaluates the measures of The American Recovery.
