摘 摘 要 人民生活的改善，地区地位的提高，均菝赖于经济增长及其质量的提高。 改革开放以来，尤其是“九五”时期以后，河南省的经济发展取得了很大成就， 经济总量稳步扩大，人民生活水平得到了很大的提高。但与全国及其他地区的平 均水平相比，河南省的许多指标居于中下游，与全国水平，尤其是发达地区存在 较大差距，即从增长的质量上来看，经济增长质量不高。 而对于河南省这样一个欠发达的省份来说，提高经济增长质量，保持经济 的持续、快速发展，就显得尤为重要。本文主要对河南省的经济增长质量进行了 分析，并探讨了其经济增长质量不高的原因，进而对如何提高河南省的经济增长 质量提出了对策建议。 文章共分四部分。 第一、概论。引出经济增长、经济增长质量的含义，介绍当代发达国家高质 量的经济增长的特征及经验，提出衡量经济增长及质量的指标体系。 第二、河南省经济增长水平和质量分析。通过拿河南省与全国、东部、中 部、西部的有关指标进行比较分析，得出河南省经济增长质量的现 状。 第三、河南省经济增长质量落后的原因分析。 第四、提高河南省经济增长质量的对策。 关键词：河南省，经济增长质量，原因，对策 ABSTRACTBoth ABSTRACT Both the improvement ofthe people’S life，and the promotion ofregional position； depend on economy growth and the improvement ofits quality．Since China carried out the policy ofreform and opening up,especially after the‘Ninth Five·year plan”period， Henan Province has achieved a great progress in the field of economy．The economy is broadening steadily，and the people’S life has been promoted a lot．However，compared with the average level of the whole nation，many economic indexes in Henan Province arc lower than the average level，especially less than that of most developed region， namely，the quality ofeconomy growth in Henan Province is not hi出． For Henan Province，which is a less developed province in China，it is very significant to better the quality of economy growth and keep economy developing in a continual and rapid way．This text mainly analyses the quality of economy growth of Henan Province and discusses the reason why it is in a poor condition．n also comes up with some proposals about how to improve it． This article consists offour sections： Section I．conspectus．This part introduces the definition of economic growth and quality of economic growth．Meanwhile．it shows the characteristics＆experience of high-quality economy growth in contemporary devdoped countries and brings forward an index system by which economy growth and its quality carl be weighed． SectionⅡ．Status quo ofeconomic growth level and quality in Henan Province． Section m．This part analyses why the
