PAGE 内容提要： 对于一个劳动者而言，收入损失属于最大的危险，这种危险具体存在于劳动者在失业期间、生育期间、患病期间、工伤期间、残障后、年老后。其中，失业期间的劳动者全部生活来源中断，巨大的生活压力和心理压力从而产生。现代国家承认它，保障它，弥补它发生后的损失，社会对劳动者实行收入损失保障，使其能继续享有基本生活水平，使劳动者无后顾之忧，同时保证劳动力扩大再生产正常运行，保证社会安定，这也是失业保险制度固有的最显著的特点。 我国的失业保险制度是在1986年正式建立的。对于沈阳市，从1998年出台《沈阳市城镇企业职工失业保险规定》开始到2008年沈阳市《关于农民合同制工人参加失业保险等有关问题的通知》的正式实施，沈阳市的失业保险制度在保持社会稳定等方面发挥了积极的作用。 本文针对沈阳市的失业现状和失业保险实施发展中暴露出的问题，在全国的大环境下联系实际，列出五点：第一，公平性有待提高和征缴失业保险费的力度不大；第二，失业保险基金收支不平衡；第三，失业保险统筹水平和统筹层次较低；第四，失业保险基金的使用合理性有待提高；第五，失业保险目前尚缺乏与之相配套的监管机制。针对这五点问题，分别在保险覆盖面、统筹层次、失业保险信息系统、配套管理措施等方面提出改进对策，目的使失业保险发挥更大作用。 关键词：失业保险 失业保险金 监管体系 给付期限 Abstract： For a worker, the revenue loss is the greatest danger, the danger exists specifically to workers during periods of unemployment, sickness, maternity, industrial injury during the period, disability, old age.
