高新技术产业金融支持体系的绩效评价  中南民族大学经济学院北卡罗来纳大学教堂山分校 中国城市研宄中心 高新技术产业作为自主创新的主力军，其培育和发展离不开完善的金融支持体 系。木文以武汉东湖高新区为研宄对象，对园区高技术产业金融支持体系的发展 现状进行了分析，并运用DEA模型对园区高新产业金融支持体系的缋效进行实 证评估。实证分析显示东湖高新区的金融支持体系在促进高技术企业发展的同时， 也存在一些需要解决的效率增进问题。针对这些问题，在扩大银行信贷投入、培 育资本市场体系、完善信用担保体系和加大政府支持方面提出了相应的政策建 议。 关键词： 高新技术产业;金融支持体系;绩效评估;东湖高新区; 姜? This paper takes Wuhan East Lake High-tech Zone as the research object, analyzes the current development status of financial support system for high-tech industries in High-tech Zone, and empirically evaluates the performance of financial support system for high-tech industries by means of the DEA model. The empirical analysis shows that the financial support system in East Lake high-tech Zone has promoted the development of high-tech enterprises，at the same time, there also existed some efficiency increase problems to be resolved. To solve these problems, the paper puts forward some corresponding policy recommendations from the perspective of expansion of bank credit investment, fostering capital market system, improving the credit guarantee system and strengthening the government，s support. Keyword： High-tech Industries; Financial Support System; Performance Assessment; East Lake High-tech Zone; Received： 2017-10-18 一、引言 高新技术产业是知识经济时代产业发展的核心，是创造、吸纳和转化高科技成果 的有效载体，是评价和衡量国家、地区经济发展水平的重耍标志之一。高新技术 产业的发展，有赖于发达健全的金融体系支持，没有金融的驱动，就没有高新 技术的持续开发与迅速产业化，没有成熟而健全的金融支持体系，就不可能有 朝气蓬勃的高新技术产业。东湖高新区作为全国首批国家级高新技术开发区，其 发展得到了各类金融机构的高度关注和支持。目前，东湖高新区在学习借鉴其他 示范区经验的基础上，已初步建立高技术产业金融支持体系，金融支持高新区 建设工作呈现出起步良好、扎实推进、创新活跃的态势。木文通过对东湖高新区 金融支持体系的现状和绩效予以深刻剖析，研宄如何有效培育和完善高新区金 融支持体系，对高技术产业融资质量及发展质量的提升具有重要的现实意义。
