The goal of efficient continuous utilization of limited water resources was preliminary achieved through implemented seven measures of water strict management, such as refining the water rights, joint scheduling atmospheric water, surface water and groundwater, distributing water according to the rounds quota, implementing difference water price, promotion of efficient water-saving technology, adjustment of agricultural planting structure, clearing water rights to carry out the responsibility.
