The results show that, the supplier/customer relationship has certain negative effects on financial leverage, once internal control system is concerned, along with the different role of the relationship investment, the negative relationship will transform. Supplier relationship investment has a complementary effect with internal control system, but customer relationship investment has a substitution effect with internal control system. This paper firstly finds that contingent governance effect of the internal control, this discovery has important theoretical value for how to establish and perfect the internal control system of enterprises in China such a country full of relationship trust.
