摘要 随着网络和信息技术的普遍应用与快速发展，各地税务部门正在进行税务信 息化建设，而网上报税系统是税务信息化建设的重点。面向服务的体系架构 （Service Oriented Architecture，SOA）是新一代的软件体系架构思想，由于它具 有良好的松耦合、与平台无关等特性，很好地解决了系统的灵活性和互操作性。 基于 SOA 的网上报税系统可以整合现有各类税务应用系统，构建一个报税的统一 平台。基于这个平台，税务部门可以灵活、敏捷的针对各种新出现的需求开发新 的业务，为纳税人提供更好、更及时的服务。 本文充分研究了网上报税的业务需求并给出了网上报税系统的整体框架设 计，将系统分为客户端和服务端。在税务局服务端，建立了一个基于 SOA 的系统 模型。提取了网上报税所需要的基本服务，如申报数据校验服务、申报查询服务、 申报表填写服务等。网上报税的业务流程可以直接调用这些基本服务实现，也可 以将若干基本服务进行编排组合来构成业务流程。最后本文利用 Web Service 构 造了一个申报数据校验服务基本服务的实例，并验证了这一服务的调用。还将多 个服务进行编排实现一个业务流程。 关键词：面向服务体系架构 Web Service 网上报税   Abstract With the fast development and wide spread application of the network and information technology, the tax bureaus are constructing the revenue information system in every tax department. The On-line tax declaration is the focal point in the information system. Service oriented architecture (SOA) is a new software architecture for distributed software development, and because it has good loose coupling, and platform independent properties, such as the system with good flexibility and interoperability. The SOA based On-line tax declaration system can integrate the existing TAX application systems, and construct a Universal Platform for tax declaration. The tax bureaus can develop new business flexible and fast, and offer better service for taxpayer. First, the business requirements of on-line tax declaration were studied in this paper. Secondly, the framework of On-line tax declaration system is proposed, the system is segmented into two modules which are client-side and server-side. Thirdly In the server-side, a SOA based system model was proposed. Some basic Services were extracted such as declared data verify service, query service, tax returns fill service, and so on. A tax business can be implemented by using one of these basic services directly, or by Service Choreography with there services.
