Abstract In recent years, the computer network get rapid development, and the computer networks have also been used by all walks of life. The convenience of network is obvious, not only in the Internet industry of computer , but also in traditional manufacturing and control industry, and we know that more and more network application will be used for everywhere. Modulator is used for the digital television especially in dealiong with code stream. It can output the digital signal which is accorded to people need and the choice of a modulation to the television signal. This paper is based on the SNMP protocal, and using SNMP network management protocol to implement the network management system for modulator. The characteristics of the system are the following: First of all, in the systems function, managers can get data of modulator system by using the management software, and can config the modulator fuction parameters according to the needs of themselves. So the manager can control the modulator installing the network management system. Secondly, the system makes full use of the existing open source projects to reduce the cost of development , and reduces a lot repeatitive work. The system is divided into two parts, one is the SNMP data analytical and packing, and the other part is the application program used for processing the data of modulator. The two parts are relatively independent, and greatly improve the portability of code. This system provides managers a large number of data interface, managers can get different data according their own needs. The same to managers,they also can pass their orders to modulator system which is allowed to execute on modulator system, and these order will be responded by modulator system. So managers can according to their own requirements to customize different management functions. After we implement the network management system in modulator, managers can get the status of modulator through the network, and at the same
