Abstract With the development of education based on network, the form of educational resources has also been changed: Digital, Multimedia technology, networking is its direction. At the same time, the construction of educational resources management system plays an important role on education based on network. At present, There is a lot of difficulty sharing and communicating among educational resources, because construction of educational resources based on network lacks the standard。With more and more educational resources having been created, it is very difficult to manage, to share and to search educational resources, if there is no a standard to unify them. Now, technology of network just affords simple way for educational resources sharing by HTTP or FTP. It cant achieve the goal which educational resources widely share through network. So education based on network loses its significance, only building standard system of educational resources based on web can solve it. To resolve the issues mentioned above, the thesis proposes a theory module based on the research of Learning Object Metadata (CELTS-3) and Content Packaging Specification (CELTS-9) for the educational resources standardization. Meanwhile, it designs and implements an educational resources management system using the .NET platform and Web technology, and also using multi-server framework and imports Web service to share education resources and provides available ways and means for the standardization of register, storage, description, management, retrieval and statistics. The authority management system which is based on RBAC and imports group concept is convenient for the expansion of the system. The standard resource management system mentioned is a prototype system. It introduces a strategy which can effectively centralized storage the standard resources.
