PAGE 浅论西部开发中外资利用的现状与发展 内 容 摘 要 对西部地区的开发需要大量的资金投入，而目前我国的国家投资有限，且西部地区本身资本的形成存在困难，因而资金短缺十分严重。在该情况下，利用外资成为西部发展的一个重要思路。但自从1999年实施西部大开发以来，西部地区利用外资的项目与资金规模整体上都未呈快速增长之势，外资并没像人们所预计的那样向西部地区迅速推进，反而更进一步向沿海地区集中，西部利用外商直接投资的规模不仅低于全国平均水平，更是远远落后于东部地区，西部利用外资的总体规模依然受西部自身环境和发展背景的制约。本文将从外资角度阐述我国西部大开发中利用外资的现状，分析西部地区利用外资的优劣势，从而提出在新的时代背景下西部地区加快引进与利用外资的相关建议与措施。 关键词：西部大开发、外资利用 THE USE AND DEVELOPMENT OF FOREIGN CAPITAL FOR WESTERN REGION ABSTRACT A large amount of investment is essential for the western region. However, the formation of capital is difficult in the western region due to the limited investment adopted by the central government. So the lack of capital is becoming a serious problem. Under such circumstance, the utilization of foreign capital is a significant thinking. Since the western development was brought into effect in 1999, both the project and overall size of foreign capital for western development did not grow rapidly. It is not as prospected that foreign capital enter western region fleetly. To the contrary, it further concentrated in the coastal regions. Not only is the scale of western region’s foreign capital lower than the national average, but also far behind the eastern region. The overall scale of foreign capital utilization of western region is still restricted by its own environment and development background. This paper presents a status quo of foreign capital utilization in western region development through foreign capital angle, analyzing the advantages and disadvantages of foreign capital utilization in western region, then propose relevant recommendations and measures to accelerate introduction and utilization of foreign capital.
