哈尔滨工业大学工商管理硕士学位论文 摘要 中国企业集团是伴随改革开放产生的一种适应市场经济和社会化大生产 的经济组织。通过市场导向和政府政策支持，企业集团经过近20年的改革和 发展，已在我国经济发展和经济结构调整中发挥了重要的作用，逐步成为国 民经济的骨干力量和国际竞争的主力军。然而在经济全球化和市场竞争日益 加剧的环境下，国家对发展企业集团提出了更高的要求，为了将改革向纵深 推进，实现新的目标，企业集团除了需要宽松的外部环境之外。更重要的是 解决好内部的深层次矛盾，其中企业集团内部管理体制是个突出问题，也一 直是束缚国有大型企业集团改革发展的难点和热点问题。 企业集团的管理体制问题在锻大程度上可以归结为一个广义的母子公司 关系和总部功能定位问题。这是一个具有普遍性的问题，也是一个长盛不衰 的研究课题。几乎所有企业集团的内部管理体制都会随企业的发展阶段不同、 战略目标不同、管理手段不同而不断进行改革和调整。 本论文从提升企业集团综合竞争力的角度出发，首先介绍了国内外企业 集团管理体制的发展现状和理论现状，之后通过对黑龙江国脉通信集团当前 管理体制和总部功能的现状分析和研究，提出了适应企业进一步发展的、新 的管理体制模式，并对黑龙江国脉通信集团的总部功能进行了定位，同时提 出了具体实旄的策略。希望该体制模式能切实解决目前企业存在的实际问题， 为企业领导层决策提供参考，并对全国其它省市通信实业集团管理体制设置 及总部功能定位具有一定的参考价值和指导意义。 关键词企业集团；管理体制；组织结构；管理变革  哈尔滨工业大学工商管理硕士学位论文 Abstract The Chinese business enterprise group is a chaperonage the reform opens a kind of output orientation market economy and acculturates eco·nomic organization of the big production．Pass the market direction and the government policy supports，the business enterprise group is through 20 years of reform and developments，have already developed the important function in our country economy develop and economic structure adjust，becoming the framework power of the national economy and main soldier of the international competitions gradually．However under the environment that the economic globalization and the market competitions turn worse increasingly,the nation puts forward the higher request to the enveIo-pment business enterprise group for the sake of pushing forward reform to depth deeply,carrying out the new target，the business enterprise group is in addition to the exterior environment that demand loosen， more important resolve an antinomy,among them the business enterprise group inner part management the system is an outstanding problem，also has been is to tie up the state—owned large business enterprise group reform to develop a little bit difficult to order the problem witll heat． The management system problem of the business enterprise group Can return the knot to a large extent tO relate
