哈尔滨工业大学工商管理硕士学位论文 摘要 电信体制改革后，从电信运营商中剥离出来的通信工程商面临十分激烈 的市场竞争。由于现有市场缺乏规范性，导致这些大型通信工程企业的规模 优势、技术优势不能得到淋漓尽致的发挥，相反，国有企业所固有的体制僵 化、运营成本偏高等劣势却显得尤为突出。企业如何扬长避短，不断增强企 业核心竞争力，在激烈的市场竞争中战胜对手，在保持原有市场地位的基础 上做大做强，进而发挥通信建设行业主力军作用，是这些企业面临的首要问 题。 本文对通信工程商面临的实际问题进行阐述和研究，并根据黑龙江国脉 通信工程集团的具体情况提出了实行工程总承包模式的建议，采用新模式后， 黑龙江国脉通信工程集团将更能发挥其规模优势，在市场竞争中既能为黑龙 江通信公司提供建设工程服务，又能为其开辟其它电信运营商市场奠定基础。 文中还针对黑龙江国脉通信工程集团实行工程总承包模式提出了框架性的方 案和建议，希望这些建议能在该企业工程承包模式改革决策中起到一定的借 鉴作用。 文中首先对工程总承包概念及国内外研究现状进行阐述，之后对黑龙江 国脉通信工程集团的环境现状进行分析，提出实行工程总承包模式的可能性 及必要性，并对实行工程总承包后如何进行项目管理提出了建议。最后针对 实行工程总承包可能遇到的困难给出了具体解决方案。 关键词承包模式；项目管理；总承包  Abstract Since the refom of the telecommunication system．the telecommunication engineering contractors whieh separated from the telecommunication network operators are facing very intense competition in the market．The advantages of the scale and the technology cannot be taken due to the imperfect market compared with the disadvantages of the old system and the high costs．The enterprises have the major work to gain the ability to for not only surviving but standing up on their own feet and being counted as well．In order to keep the former shares and acquire more in the market，the engineering enterprises adopted the new contract format to achieve those goals． This paper has the real situation of the Heilongjiang Gamma Telecom Engineering Ltd．as the model studied the problems and difficulties that faced by the engineefing contractors．Based on the condition of the contract format，the enterprise took the advice of using the new contract format and provided the services for the generai group and meanwhile built the foundation for development of the telecommunication market．And made some framework plans and gave some advice for the development ofthe new contract format． There iS the definition of the new contract format and the study of the national and abroad situations．Then studied the possibilities of the new contract format and point out some advice for the projects management，and detailed some sol
