2005年台灣地理資訊學會年會暨學術研討會論文集 軍事營區作為防災避難空間之探討 - 以台中市為例 Using Military Barracks as Disaster Rescue and Refuge Spaces A Case Study in Taichung City 顏美鉛 1 楊龍士 2 摘要 從歷年國軍大量投入災害搶救與後期收容安置來看，顯示防災避難空間需求 仍有不足且資源缺乏整合，故如何有效提供營區為防災避難空間，達到救災之機 能及減輕災害影響，實有迫切探討之必要。本研究係以台中市為例，探討防災避 難據點設置之相關要因，及營區設施、駐用現況、任務特性與所在區位等限制因 素，應用地理資訊系統分析功能結合現有防災圈域，以建立評選機制；一旦遇災 害發生時，營區可即轉為防災生活圈之緊急避難空間，既可發揮救援功效亦能增 加土地利用與管理效能，期為爾後在都市計畫防災空間規劃上之參考。 關鍵詞：軍事營區、防災避難空間、地理資訊系統 Abstract For years, the military has made many efforts on the action of disaster rescue and the acceptance and settlement later on. It reveals that the disaster rescue spatial supply is still insufficiency and the resources need to be more integrated. How to provide the military barracks as disaster rescue and refuge spaces to achieve disaster relief effectively is an important issue. In this paper, taking Taichung city as an experiment, we aimed to the relations among the disaster rescue location, the barrack’s facilities, the present encampment situation, the military mission property and the area limiting factors. We applied geography information system (GIS) analysis functions to combine the urgent disaster rescue buffers and to establish the evaluation mechanism. Once the disaster happens, the suitable barracks might immediately be transferred as disaster rescue and refuge spaces. This study has been shown that land use and management potency might obviously be improved. We hope that this research will provide some references on the urban and the disasters spatial planning.
