精品文档 PAGE 可编辑 对节能新能源汽车产业发展规划（2011—2012年）的解读 摘要：汽车产业是国民经济的重要支柱产业，在国民经济和社会发展中发挥着重要作用。随着我国经济持续快速发展和城镇化进程加速推进，今后较长一段时期汽车需求量仍将保持增长势头，由此带来的能源紧张和环境污染问题将更加突出。加快培育和发展节能汽车与新能源汽车，既是有效缓解能源和环境压力，推动汽车产业可持续发展的紧迫任务，也是加快汽车产业转型升级、培育新的经济增长点和国际竞争优势的战略举措。为落实国务院关于发展战略性新兴产业和加强节能减排工作的决策部署，加快培育和发展节能与新能源汽车产业，特制定《节能与新能源汽车产业发展规划》，规划期为2012—2020年。 关键词：低碳经济,新能源汽车,产业发展 Abstract: The automobile industry is a pillar industry of national economy, in the national economy and social development plays an important role. With China’s sustained and rapid economic development and urbanization process accelerated, henceforth longer period of car demand will still maintain growth momentum, the resulting energy shortage and environment pollution problem will be more serious. Speeding up the cultivation and development of energy-efficient cars and car of new energy resources, not only effectively alleviate the energy and environment pressure, promote the sustainable development of the auto industry urgent task, also accelerate the transformation and upgrading of auto industry, foster new economic point of growth and competitive advantage strategy. To implement the State Council on the development of emerging industries of strategic importance and strengthen the work of energy-saving emission reduction of the decision-making deploy, accelerate breed and develop energy saving and new energy automobile industry development planning “the planning period of 2012-2020”. Key Word: Low-carbon economy, New energy vehicle, Industrial development. 规划中提出，以纯电驱动为新能源汽车发展和汽车工业转型的主要战略取向，当前重点推进纯电动汽车和插电式混合动力汽车产业化，推广普及非插电式混合动力汽车、节能内燃机汽车，提升我国汽车产业整体技术水平。 规划还提出，到2015年，纯电动汽车和插电式混合动力汽车累计产销量力争达到50万辆；到2020年，纯电动汽车和插电式混合动力汽车生产能力达200万辆、累计产销量超过500万辆，燃料电池汽车、车用氢能源产业与国际同步发展。2009年2月，财政部、科技部、 HYPERLINK /view/4351796.htm \t _blank 发改委、工信部等四部委召开“节能与新能源汽车示范推广试点会议”。由于一些城市积极申请参与，参与“十城千辆”计划的城市名单目前已经增至13个。 1、新能源汽车及发展状况 新能源又称非常规能源。是指传统能源之外的各种能源形式。指刚开始开发利用或正在积极研究、有待推广的能源，如太阳能、地热能、风能、海洋能、生物质能和核聚变能等。 新能源汽车是指采用非常规的车用燃料作为动力来源（或使用常规的车用燃料， 但采用新型车载动力装置），
