精品 摘 要 安全、环境、健康工作是工程项目中永恒的主题，而且HSE体系是国际公认先进标准，是社会化大生产中智慧的结晶，是一项全员、全过程、全方位的系统工程。为此，推行HSE、普及HSE、落实HSE已成为保障工程项目顺利进行的有效手段和途径。作为工程项目，由于自身流动作业、野外作业、高空作业、交叉作业、动火作业、接触有毒、有害物质较多等突出特点，更应重视HSE。在工程项目施工中，时常因未能及时发现和消除潜在的隐患，导致接二连三地事故频繁发生，给国家财产、人身安全和环境带来了严重的损失和沉痛的创伤。对此，应针对工程项目的特点，编制项目HSE实施程序，并在施工过程中严格执行，进一步提高全体员工素质。针对工程项目建立和实施HSE实施程序过程中应注意的问题和遵循的程序进行了简单的探讨，并实现HSE实施程序持续改进。同时，通过开展HSE培训，实施评价和风险分析，落实HSE实施程序，加强现场环保工作，促进环保工作的开展。 关键词：HSE、实施程序、工程项目 Abstract Safety, the environment and health projects is an eternal theme, but HSE system is an internationally recognized standards; it is a result of social production; it is a all-encompassing project. Therefore, in order to secure the completeness of one project, we need to the implement HSE throughout the process of the project. As a project, because of its mobile operations, field operations, and high-altitude operations, cross operation, pump operations, and possibility of exposure to toxic, substances, we need to emphasize HSE. During the Construction of the project, people often fail to discover and eliminate potential pitfalls, resulting high possibility of accidents and a considerable amount of losses. Therefore, we should consider how to implement HSE according characteristics of each specific project. During the construction process, we should strictly enforce process constituted. We should pay attention on continual improvement on the process of HSE. Meanwhile, we should further improve the procedures HSE through training, evaluation and risk analysis, and strengthen the responsibility of environmental protection.
