摘 要 随着我国高等教育的迅速发展和国家对高等院校科研投入的增大，高校的科 研成果不断增多。目前，很多高校的科研管理工作是靠人工完成的，相关人员的 工作量大、效率低下，且对科研人员和院系科研管理部门的科研绩效评价不够科 学。因此，亟待开发一套高效、合理、适合高校自身实际情况的科研管理系统， 以提升科研管理水平。 为此，本文综合当前高校科研管理工作的普遍情况，以平顶山学院为例，通 过具体分析用户的实际需求，采用浏览器/服务器（B/S）模式、Java2 平台企业版 （J2EE）中的 Struts+Hibernate（SH）框架，设计并实现了高校科研管理与评价系 统。首先，本文对系统架构、功能、数据库等进行了分析与设计，然后，对系统 的项目管理、成果管理、业绩考核、系统管理等模块进行了详细设计与实现。在 业绩考核模块中建立了量化模型，并采用数据包络分析（DEA）法对科研人员和 院系科研管理部门的科研绩效进行动态评价，反映评价对象的主观有效努力程度， 以确保评价结果的客观性。 目前，该系统已经实现并通过测试，各项功能达到了预期效果。应用结果表 明，该系统有效提高了学校科研管理工作效率。 本系统虽然预留了接口，但尚未实现与高校其它管理系统的整合。下一步将 考虑与其它系统的集成，并根据学校对科研绩效考核的要求，不断调整、优化科 研业绩量化标准和评价模型。 关键词：科研管理 绩效评价 业绩量化 数据包络分析（DEA） Abstract With the rapid development of higher education and the increasement of scientific research input in our country, the achievements in scientific research in the university are increasing. At present, relevant user is in heavy workload and low efficiency because most of the management of Scientific Research in the university is completed artificially; besides, the assessment of scientific research achievement is lack of science. So it is really necessary to develop a set of management which is efficient, proper, perfect and suitable for the practical situation of the university itself which is in order to improve the scientific management. Therefore ,this thesis integrate the comprehensive situation of the present scientific management of the university and take Pingdingshan University for example which design and realize the system of scientific management and assessment in the university by analyzing the actual demand of user which adopt the model of B/S and J2EE. Firstly ,this thesis analyzed and designed the system framework, function, database and so on ; Secondly, it does a detailing design and realization aiming to the project management, achievements management, Performance assessment, system management and so on .It established the Quantitative Model in the module of feedback on performance and did a dynamic evaluation to the research
