Abstract Abstract Video monitoring system is a kind of synthetic systems with strong defence ability.It is an important part of security system.With the rapid development of the wireless network and the streaming media transmission technology,video monitoring system develop toward to wireless,high-definition and intelligence.For the requirement,by studying the JMF(JAVA media framework),Android operating system and some other technologies that needed to develop the system,a wireless video monitoring system based on JMF and Android is designed.The main work in this paper is listed as follows: Firstly, in order to have a solid foundation for the system,important core libraries of the JMF, RTP/RTCP protocol and the Android operating system architecture are researched. Secondly,aiming at defects of video monitoring system in out country,this paper put forward a complete design program of wireless real-time video monitoring system,including overall architecture and summary design of each functional module of server and client.The client can be divided into the PC client and the mobile client. Thirdly,JMF is used to build server and PC client.Function modules like device initialization,video information collection,processing,sending,receiving, playing and save are designed.Through the wireless network,stream media data can be transmitted real-time between server and PC client.By adopting above-mentioned work,the wireless video monitoring system for PC which has high portability and scalability is realized. The Android platform does not support the real-time transport protocol and support little kind of video format.In order to make up for defects,open source library JRTPLIB and decoding library FFmpeg are analysed in deep.Then they are transplanted to Android platform and used to realize the functions like receiving, sorting and decoding of stream media data.Last it will draw the original image information from decoding on the mobile client screen by Android application co
