AbstractStaff Abstract Staff training is important way for human capital investment,and also is important business processes to improve organizational effectiveness.However,how to assess the training effectiveness of employees and how tO calculate the COSTS and benefits of the human capital investment,which has been an important unresolved issue in human training and development field.Practice shows that the scientific assessment of training effectiveness is very important tO know the training effectiveness and define the training contribution. The paper is based on the home and abroad training evaluation models and assessment methods, whose empirical aim is the mechanical manufacturing staff.The paper uses Kirkpatrick’S four levels assessment as its guidelines for indicators’design,but also makes some amendment,that tO say conduct joint bcfwccn behavior level and result level.The article sets the corresponding indicators from the reaction layer,learning layer,the behavior and result layer,namely the satisfaction of training,mastery of knowledge and skills,stakeholder satisfaction,self-four aspects of management,so弱to reflect the impact that training improves the individual performance.The paper u剐络AHP for the weight dismbution of each index. To the comparative assessment between costs柚d benefits.the article USes data envelopment analysis(DEA)and selects the machinery indus仃y employees as the decision making unit,take empirical analysis tO the index system and evaluation methods.The empirical results reflect the training effectiveness,which verify the reasonable and feasible index system and methods in mechanical enterprise. Finally,the paper gets the conclusions and recommendations for developing training performance the basis ofthe questions and causes that the article analyses.
