AbstractAbstract Abstract Abstract With the rapidly growing requirement for communication services，the OTN optical transport network technology has gradually become the core technology of the backbone transport network．For meeting the technology fiend，1870TIS is developed out，which is a new type of optical cross switch device in OTN network．Nevertheless， the existed optical network planning tools are based on the traditional SDH and WDM technology,SO a new planning tool is urgently needed to plan and optimize the 187们_rS in OTN network．Besides，due to the expansion of network’S dimensions．the importance of network’S quality,and the requirement of planning speed and various function，innovaNe schemes are needed in the design of routing algorithm and planning algorithm． An OTN optical network planning tool basing on 1870TTS named 1870NT is designed in this dissertation．Firstly,the technology of OTN network and 1870TTS are introduced．Then 1870NT systems modules ale explained，which include the overall design of software framework，the detailed design of function and algorithm modules． The core routing and network planning algorithms are the main research contents in the dissertation．In the shorested routing algorithm，a dynamic Fibonacci heep scheme and several routing schemes with four restricted conditions are designed for improving efficiency and functionality．In the protected routing algorithm，an improving trap avoidance algorithm is designed，SO two muting results neither contain any repeat link nor contain any link belonging to the sanle sharing risk link group．Otherwise，the two algorithms of core routing algorithm module are basic universal algorithms．The network planning algorithm can analyse and design network by updating resources dynamically,which call satisfy complex planning requirement． By t11e test，the system performs very well in efficiency and convenience，and the specification also satisfies the requirement of system and the need of users．This network planni
