兰州大学硕士学位论文 兰州大学硕士学位论文 基于DEA方法的石羊河流域水资源管理有效性评价 Abstract Shiyang River Bas in is of the three inland basins in arid desert in Hexi District of China． The water is in serious shortage in this basin，and the water in producing take up of the ecology use，and the water structure is unbalanced in that regional,and the efficiency of the water is very Inadequate and the pollution is very serious to the river,all of these serious constraint the current socio—economic development of Shiyang River Basin．At present，the studies the Shiyang River Bas in water management studies have focused building management systems，distribution management functions，allocation of water rights almost based qualitative methods，which neglected the effectiveness evaluation their own management． On urrently，the management effectiveness evaluation is mostly based the Delph i method， AHP and other single—output model which lack ofrelative evaluation the efficiency of Shiyang River Basin Management decided by the continuity characteristics of management．DEA methods which focus solving multiple·-input multiple·-output problems and doing the relative effective evaluation could provide the scientific quantitative analysis water management in Shiyang River Basin． The Papers begin with the quantitative assessment ofeffectiveness management for the water resources of river basin．Firstly,selection comprehensive index system，and then using factor analys is for factor reduction，then build efficiency evaluation system for the management of river basin．On the ideas of relative effectiveness evaluation of DEA,this Paper has empirical study the management effectiveness of water resources of Shiyang River Basin，and pointed out that the unit volume of groundwater for irrigation of farmland，the proportion of the secondary industrial sewage discharge,and the volume of living water consumption are the main factor,and the adjustment of water supply structures,improving t
