根据合同13.1 13.1 RIGHT TO VARY 13.1 变更权利 13.1.1 变更事宜可以由业主在任何时间以书面的形式向供应承包商发起题案和提出相关变更要求。这里所述的变更包括本合同范围内所有工程内容相关的增量、减量和删除部分，包括(d) 工程施工进度加快与放缓相关事宜。 13.3 VARIATION PROCEDURE 13.3 变更程序 （此处仅讨论由业主向EPC承包商发起的变更流程） VARIATION PROPOSAL内容见下划线加粗部分： 13.3.1 If the Owner requests a proposal (which shall be in the form set out in Part 1 of Schedule 8 (Forms of Variation Proposal and Variation Order)) or where the Supply Contractor is entitled to initiate a Variation, prior to Owners instructing a Variation, the Supply Contractor shall prepare and submit as soon as practicable: 13.3.1 如果业主提出要求（该要求应根据附件8变更建议和变更命令中的第一部分的格式），或供应承包商有权提议变更，并且在业主提出变更之前，供应承包商应尽可能快准备好并提交变更要求： (a) a description of the proposed design and/or work to be performed and a schedule for its execution; (a) 所建议的设计和/或者将要进行的工程的具体描述以及相关实施计划表； (b) the Supply Contractors proposal for any necessary modifications to the Project Schedule according to Section 4.15 (Project Schedule); and (b) 供应承包商提出的根据第4.15节（项目施工计划表）项目工程计划的必要的修改建议；以及 (c) the Supply Contractors proposal for adjustment to the Contract Price, Time for Completion and/or modifications to the Contract, accompanied by detailed pricing.
