D etecting the pow er quality problem s tim ely and accurately plays constructive significance. B ut m uch disadvantages such as: low er precision,w eaker real-tim e character,few er param eters being detected,not achieving rem ote detection, upgrading system w ith m ore difficulties, are w idespread in m ost of the dom estic pow er quality detecting equipm ents. To overcom e these deficiencies,w e develop a system based on the virtualinstrum ent technology,w hich is high accuracy ,m ulti-param eter and netw orking. T his paper begin w ith the national standards of the pow er quality, study the m easure m ethods of the param eters; after the analysis of voltage fluctuation and flicker,harm onic’s com m only m ethods, w e place a new tim e-frequency m ethod: H ilbert-H uang transform into the pow er quality m easure field,and use sim ulation to show this m ethod is m ore advantage over the ST FT and w avelet analysis; against noise on the H H T transform , w e use w avelet to denoise, and the sim ulation show s this m ethod effectively restrain the noise. D evelop a new pow er quality m easure device, w hich contain m easure m odule and the rem ote control m odule; the m easure m odule use A D E 7758 to achieve high precision m easure, in addition, w e also place U SB and R S422 interface to realize the com m unication betw een PC and other m odules; the rem ote control m odule take W 3100A as its m ain functionalchip,im plem entthe rem ote control.
