中国石化物资采购管理现状及对策研究 论文提要 中国石化物资采购管理现状及对策研究 在竞争日益激烈的当今社会 在市场经济体制下 采购已被赋予了越来越重要的地 位  它被看作是企业的  第三利润源泉  是企业新的效益增长点  我国企业已经开始 逐渐重视对物资采购工作的科学化 理性化管理 但是同发达国家知名企业相比 仍存 在很大的差距 我们在物资采购管理上还有很多值得探讨和改进的地方 本文正是在这 种形势下 以国有大型企业  中国石油化工集团公司为例 详细地分析了该公司物资 采购管理工作的发展状况和存在的问题 并从体制建设 供应商管理 储备管理和信息 化管理四个方面制定了解决方案 提出了在新的组织结构下 加大集中采购力度 统一 管理 集中决策 与供应商建立良好的伙伴关系 加强对供应商的动态管理 并充分利 用社会库存  扩大联合储备范围  消灭信息孤岛现象  同时推进电子商务和 ERP 的运 行 建立完善的数据库 该方案的提出 为中石化乃至国内企业的物资采购管理工作上 台阶开辟出了一条行之有效的道路 是现代采购管理理论在企业中的实践与运用 具有 很强的实际意义 3 中国石化物资采购管理现状及对策研究 Abstract of the Thesis Present Situation of SINOPEC’s Material Purchasing Management and Countermeasures On the background of growing competition nowadays and under market economic system, purchase is playing an increasing important role. It is deemed as “the third source of profit the enterprise, presenting a new growth engine of profit. In Chinese enterprises, more and more importance has been attached to scientific and rationalized material purchasing management, which, however, still fall short of those famous enterprises in developed counties by a large margin. Much discussion and improvement is necessary for our material purchasing management. Under the situation, taking the large state-owned enterprise-China Petroleum  Chemical Corporation (SINOPEC) as an example, the text makes a detailed analysis about how material purchasing management of the corporation is faring and what is the existing problem. Solution is made from four aspects: system construction, management of suppliers, management of reserve and information-based management. Proposal is made that under new organizational structure, centralized purchasing should be intensified, as well as unified management and pooling of decision making. A good partnership is to be established with suppliers so as to promote the dynamic management of suppliers. Social reserve of materials should be fully utilized to expand the scope of integrated reserve and elimination the isolation from information. Meanwhile
