This paper summarizes the development of performance concept to the present, which means a comprehensive investigation including both process and result. Meanwhile, it evaluates both the input, output and external influence. And its standard of investigation include fairness, efficiency and other meaning derived from the two above. On the basis of this theory a variety 25 of index systems has been provided to evaluate the performance of educational expenditure, in which the foreign index system represented by the United States is the most mature, domestic research has experienced from the single aspect to emphasize a balanced development, which are in the process of continuous improvement.
