U Abstract Moving target detection and tracking technology is widely used in civilian areas,it is particularly important in the aspect of intelligent monitoring,traffic control,and it is also all important reference to prevent accidents and analysis the reason of accident and help solve the problem.The above application places need monitoring for all-weather,especially under the state of low illumination environment and the work place is unattended,the reliability and stability of the tracking system will be tested greatly.Especially the performance of system under low illumination environment,it has become the research focus of this field increasingly. In this paper,the horizontal tracking hardware platform is designed based on the tracking object and horizontal tracking theory,the suitable control chip is selected,the driver circuit which be used to drive step motor is also designed;and the other hardware of system selected based on all above;The fuzzy PID closed—loop control algorithm is been used to control the step motor,all the system operation stably by use the above method;To improve the stability of the system,the method of subdivision control is used during the whole process of contr01.The kalman filter algorithm based on UT transform is implemented to the dynamic target in the obtained target sequence image,the variance is processed by use the UT transform in the stage of correction,to make sure the algorithm Can be worked under the nonlinear system,the target state is estimated better.There is a problem,the high丘equency noise will be also amplified when the target sequence image be enhanced by logarithmic processing algorithm under low illumination.Make use of the Gauss filtering and histogram equalization processing algorithm achieve the purpose of imag
