北洋政府时期国民外交运动研究 北洋政府时期国民外交运动研究 内容提要 内容提要 晚清以还．“国民外交”一词逐渐为人们所了解，尤其是在北洋政府时期，国民外交～词 就如同当时流行的“军阀”、“政客”等词一样，为人所熟悉，但正如我们知道的那样，大多 数人在使用这个概念的时候，其实都是十分模糊而笼统的。 本文运用了文献分析法、对比研究法及社会学的有关理论和方法，对北洋时期的国民外 交运动进行了论述和分析，并首次再现了国民外交在中国近代史上的发展变化轨迹，考察了 国民外交在不同的历史时期的不同的含义。本文共分五个部分：第一章主要对国民、外交、 国民外交及国民外交运动进行了概念上的清理，并阐明了四者之间的关系；第二章讨论了北 洋政府统治前国民外交运动的发展状况及其对北洋政府时期的国民外交运动的影响；第三章 重点阐述了北洋政府时期国民外交运动高涨的原因、发展过程及其特点；第四章则对国民外 交运动中的商人、以学生为主的知识界、以工人、农民为主的下层民众的价值取向进行了分 析和讨论：第五章着重论述了北洋政府时期的国民外交运动历史意义。 北洋政府时期国民外交运动是近代中国外交民主化的重要部分，也是近代中国政治民主 化发展的一个剪影。通过本文的研究，我们不但对近代中国，尤其是北洋政府时期的国民外 交及国民外交运动的产生、发展和意义都有一个清楚的认识，同时也将对近代中国社会发展 进程有了更加深切的了解． 关键词：国民外交 运动北洋政府 作 者：印少云 指导教师：陆建洪 Abstract Abstract Studies ontheMovementofCivil DiplomacyDudngthe Period ofBeiyangGovernment Studies on the Movement of Civil Diplomacy During the Period of Beiyang Government Abstract Ever since the late Qing Dynasty,the term‘‘Civil Diplomacy’’was gradually accepted and understood by people．Especially during the period of Beiyang Government,Civil Diplomacy,like the then popular terms of warlord and politician，was usually familiar to common people．However, it is known to us all that when most people use this term the concept is usually vague and general． By applying Documentary Approach如d Some Sociology Theory,this thesis firstly represent the tracks of development and changes concerning the Civil Diplomacy in modern Chinese history． The term consists of different meanings in different historical periods．Also focuses are given on the Civil Diplomacy Movement during the period of Beiyang Government．This thesis contains five chapters．Chapter One mainly analyzes the four different concepts civil，diplomacy，civil diplomacy,civil diplomacy movement and a dear illustration of their relations．Chapter Two discusses the development of the Civil Diplomacy Movement before Beiyang Government and its influence on the latter later on．Chapter Three mainly explains why the Civil Diplomacy Movement arises sharply,its development procedure and its characteristic
