公共职位数量规模配置的比较与借鉴 公共职位数量规模配置的比较与借鉴 摘要 公共职位通常指政府各类公共事业部门中的具体工作岗位，有时专指由公共 税收供养的、行使公共权力的政府中的工作岗位。公共职位的设置是国家和政府 履行其社会公共管理职能的必然要求，公共职位与政治的核心要素——公共权力 有着直接的联系，并且作为权力的载体，在政府社会管理和公共服务中发挥着越 来越重要的作用，对我国政治经济社会发展起着重要的影响。随着社会功能的完 善和政府作用的凸显，政府权力和规模呈现扩大化趋势，公共职位的数量规模也 随之不断增长。然而，公共职位作为一种稀缺的政治资源，有其数量规模配置的 最佳范围，不能无限制扩张。目前我国公共职位的数量规模配置还没有达到最优， 存在配置失衡，还有较大的提升空间。因而探求公共职位数量规模的合理配置， 不仅是有益的，而且是必要的。现阶段，我国可以通过完善编制立法，推进行政 管理机构改革，严格行政审批与强化职位监督，消除公共职位特权，规范公务员 “出入园管理等多种措旌，促进公共职位数量规模配置均衡化。 ．本研究以公共职位这一政治变量作为基本的解析因子，将其视为反映公众与 政府关系的要素，运用文献分析法、毙较分柝法、系统分析法等研究方法，综合 解析公共权力运行，主要内容是在古今、中外纵横两方面的比较研究基础上，结 合我国公共职位数量规模配置关系现状进行分析，为我国公共职位的合理规模配 置寻找可借鉴的思路和经验。这一研究不仅对于丰富政府改革和政府公共性研究 的内容，深化公共管理理论的实践内涵起到一定的补充发展作用，而且对于进一 步在实践中指导我国人力资源开发与配置改革具有重要的现实意义和应用价值， 并且对于我国正在进行的大部制改革也有一定的促进和完善作用。本文以公共职 位数量规模配置为切入点对公务员报考热的现象进行理性分析，这是譬前学者们 较少采用的一种观察视角，因而能够透过这一独特角度发现新的问题并探索新的 解决途径；另外，本文在内容上主要探讨公共职位数量规模的合理化配置问题， 这也是公共职位研究中较少涉及的部分，对于深化我国公共职位研究有所补益。 关键词：公共职位；数量规模；合理配置 The The Compare and Reference of Ouant i ty and Sca I e Co I I ocat j ng of Pub I i c Pos i t i on Abstract The public position generally refers to the concrete positions in government departments of public utility．Sometimes it specially refers to the government positions that are supported by the public revenue and exert the public authority．The establishment of public position is to help the country to fulfill its function of social public management．As the carrier of the authority，the public position，directly related to the public authority which is the core element of politics，is playing a more and more important role in social management，public service as well as the development of our politics，economy and society．The improved social function and strengthened government role has led to the expansion of government power and scale SO that the quantity and scale of public position will continue to grow．However，public position，a scarce pol i ti cal resource，can’t be expanded out of control in quantity and scale collocating which has its own best standards． As an essen
