摘 摘 要 工程量清单计价是一种与市场经济体制相适应的计价方式，是目前我国建 设市场形成工程造价的主要形式。采用工程量清单计价以后，建设工程招标投 标活动的透明度增加了，在充分竞争的基础上降低了造价。现有的经验表明， 工程量清单招标是节约资金、提高经济效益的有效途径。在新的计价模式下如 何客观有效的进行评标定标也是招标方所面临的新课题。本文立足于实践，紧 紧围绕如何解决现阶段工程量清单招标中评标定标环节出现的各种问题这一主 题展开论述。 本文首先介绍了工程量清单计价模式的概念及其基本原理，对比分析了清 单计价与定额计价的区别，阐述了实行工程量清单计价的重要意义。在此基础 上，本文进一步论述了工程量清单招标的概念及基本做法，通过比较两种计价 模式下招标工作的不同，分析了工程量清单招标的优点，同时也简要地指出了 清单招标全面推行所面临的阻力。 本文从理论和实践两方面阐述现阶段评标定标工作的现状。理论方面，本 文归纳总结了清单招标评标原则、评标特点、评标要素及评标程序，通过比较 分析了综合评估法和经评审的最低投标价法特点、适用范围及优缺点。在实践 方面，本文对清单招标评标定标环节出现的四个方面的问题进行了阐述、分析 和总结。针对产生问题的根本原因，从三个方面提出了解决方法，第一，对进 一步加强建筑市场配套环境建设提出了具体建议；第二，对科学制定报价合理 性评审标准提供了具有可操作性的方案；第三，运用计算机技术辅助评标，以 提高评审质量和效率。本文对某市交易中心的计算机辅助评标系统进行了研究， 系统全面地介绍了该辅助评标系统各功能实现情况，进一步说明应用计算机辅 助评标系统进行评标不仅减轻了评标工作量，提高了评标质量和效率，并且能 最大限度地避免评审过程中人为因素的影响，充分体现招标投标活动公开、公 平、‘公正和择优原则，对当前实际评标工作具有重要的指导意义。 关键词：工程量清单招标评标计算机辅助评标 ABSTI认CTValuation ABSTI认CT Valuation witll bill quantity of construction works is a pricing mode fit for market economy system,and at present，the main mode for the construction of market formation project．It leads to increasing transparence of construction tender invitation and bidding submission，and low construction prices based on sufficient competition． Existing experience suggests that valuation wi也bill quantity of construction works is an effective way for saying capital and improving economy benefits．While at the same time，the search for an effective and objective method of bidding under new pricing system is also a new problem aroused for tenders． This article uses all kinds of facts tO discuss the solution to all problems existing in the bidding process of valuation with bill quantity of construction works．At first， the article introduces the concept and basic theory of this valuation mode，together with a contrasting analysis of the difference between it and quota valuation．And w．hat’S more，it illustrates the important significance of it．Based on this，the paper gives all illustration for concepts and basic method of bidding based on the valuation with quantity
