ABSTRACTMultipurpose ABSTRACT Multipurpose transit smart card system refer to system using smart card to pay for several services applied by different applications service applied by different service providers based transit application． First，the concept of strategic planning was introduced and the general strategic planning process of multipurpose transit smart card system was given．Then the analytical procedures for macro—environment， industry and internal analysis of multipurpose transit smart card system were presented．The vision and mission of the system wereelaborated，and the framework of development strategy analysis，selection and evaluation for the system was established In this paper,the sustainable development concept of multipurpose transit smart card system and the basis of system construction were discussed．Then the contents of the construction plan of sustainable development multipurpose transit smart card system were proposed．On the basis of analyzing suaainable development modes，it was suggested that the sustainable development basis of multipurpose transit smart card system is to understand the process of system value creation adequately,create and keep system competitive advantage，and foster system competencies．The method to form system competitive advantage was put forward upon the analysis of system value chain．The four system development ways were analyzed using Ansoff Matrix and way selection according to different developing stages was also discussed．Based dissecting the characteristic of various system applications，the revised GE Matrix was proposed to plan the application portfolio of multipurpose transit smart card system．The integrated technique assessment method for multipurpose transit smart card system grounded S Curve method was presented．After illustrating function—demand，role and business flow of multipurpose transit smart card system，the system architecture was established and also the system settlement mode was given．The system o
