Study Study on the Settled Herdsmen’S Grassland Transfer Behavior and It’S Influencing Factor in Fuhai County Abstract The pasture is important for the herdsmen to engage in the production and operation of animal husbandry，it is also the prevailed for the survival of the herdsmen．The grassland resources in Xinjiang is gradually decreasing，with the carry out of the banning and delaying grazing systems，the Herdsmen settlement project is advancing in orderly way．Due to the herdsmen’S lacking of planting technology,labor shortage and other reasons，the settled herders subcontract or lease the artificial pasture land allocated by the government outward．This paper is based Xinjiang Fuhai County 252 herdsmen households survey data from three villages，Using logistic model to analyze the factors that influence herdsmen’S willingness and behavior of the artificial pasture，and put forward corresponding policy recommendations． Research results show that There are many micro factors influencing the transferring willingness of the pasture．Especially the size of the breeding and breeding mode selection，forage feed grain quantity of real estate are directly influencing the willingness．Second,Available total labor,artificial grassland area，the bead of household education．the willingness to transfer,the transfer price have great positive effect the herdsmen glass land transferring behavior．Third,The transfer willingness of the artificial pasture is higher than the actual transfer behavior，and there is certain gap between the actual transfer behavior and the supply and the demand willingness of the contracted management right of the grassland．Fourth, Influence factors of limiting grassland transferation and general transferation of agricultural land is different．Such aS：lacking of labor，lacking of skills，fuzzy information the concept of the circulation market，information asymmetry，conservative habits and ideaS are still affecting the decision—making of the herdsmen，which still have th
