摘要环境与发展问题是全世界普遍关注的焦点问题之一。如何正确处理好环境 摘要 环境与发展问题是全世界普遍关注的焦点问题之一。如何正确处理好环境 与发展之间的关系，关系到全世界人民共同的命运。随着经济和社会的高速发 展，环境与发展之间的矛盾日益激化，一系列的环境问题也随之而来。由于温 室气体过度排放而导致的全球气候变暖，使得自然灾害频发，威胁到人类的生 存。因此，以低能耗、高能效、低污染、低排放为主要特征的低碳经济发展模 式应运而生，成为人类实现可持续发展的重要途径。生活垃圾处理作为主要的 碳排放源之一，减少这一过程的温室气体排放，无论是对于生活垃圾处理本身 而言，还是对于生态环境保护方面，都具有十分重要的意义。为了推进生活垃 圾处理事业的健康发展，必须以低碳经济发展要求为基础，建立一套设计合理、 操作简便的生活垃圾处理评价体系，找准生活垃圾处理过程中存在的问题，这 样才能为城市环境管理发展低碳经济，制定科学的规划和决策提供理论支持。 本文对生活垃圾处理进行了低碳经济发展评价研究。首先从城市生活垃圾 的内涵入手，分析了我国城市生活垃圾的特点、处理状况、存在的问题以及生 活垃圾处理的物流体系。接着又从低碳经济角度出发，介绍了低碳经济的内涵 以及在我国的发展状况。然后，阐述了在城市生活垃圾处理过程中研究低碳经 济对于我国城市发展的现实意义。 正是基于上述理论分析，文章根据评价体系建立的指导思想和原则，构建 了城市生活垃圾处理的低碳经济指标评价体系。对于指标给予了评价标准，并 且运用层次分析法和加权综合评价法分别确立了指标权重及建立了综合评价模 型。随后，结合武汉市生活垃圾处理的实际情况，采用所建立的指标评价体系 进行了实证分析。最后，根据评价结果给出了武汉市在低碳经济要求下，进行 生活垃圾处理所需要改进的措施以及应该采取的生活垃圾处理发展模式。 关键词：城市生活垃圾处理；低碳经济；评价；措施；发展模式 AbstractEnvironment Abstract Environment and development iS one of the common focus problems of the world．How to correctly handle the relationship between environment and development is connected to the common destiny of the people all over the world． With the economic and society development，the contradiction between environment and development is growing discontent，and a series of environmental disputes．Due to the greenhouse gas emissions caused by the excessive global warming,natural disasters，and threaten the survival of mankind．So，with low energy consumption and low pollution，energy efficiency,low emissions as the main feature of low carbon economy development mode emerge as the times require，and become the important way to realize the sustainable development．Living garbage processing is as the main source of carbon emissions，to reduce the process of greenhouse gas emissions is very important for living garbage processing and ecological protection． In order to promote the healthy development of the living garbage disposal career， we must base on low carbon economy development requirements and establish a set of designed and operable evaluation index system for livin
