扬州人学硕十论文Abstract 扬州人学硕十论文 Abstract With Chinas rapid industrialization and urbanization，the shortage of water resources has become one ofthe major sectors restricting the country’S economic development and progress of society．One of the most fundamental and effective strategic measures is solving water supply and demand contradiction，the other is building water-saving society．In the new era,national is becoming the implementation of the overall control and quota management system which is combining with management of water resources，which is the inevitable choice of relieving the shortage of water resources in China． Present,in the course of our water quota management practice，there has the formation of a theoretical research．But the research on the water quota amendment has just started，which is a new topic．To this end，the author fixed for industrial water management in China,proposed the ”Theory of Industrial Water Quota Amendment”issues，combined with water rationing in Jiangsu Province of practical experience and systematically studied the amendment of the relevant theory of industrial water quota． This paper described the severe form of industrial water in China,described the development process of Chinas water quota management system and summarized the research results of water quotas．On this basis，the author systematically studied the amendment of the relevant theory of industrial water quota and achieved the following results： 1．a propose of standardized measures for quota units； 2．amend on the concept of industrial water quota and the principles of the revised standard； 3．propose the amendments to rational and effective combination of quota and the amendments to procedures； 4．propose a method that amended the industrial water quota,which applied the amendments ofthe industrial water quota in Jiangsu Province and achieved 900d results． Finally,this paper did a summary on the content and put forward of the need to the further improving and thinking． Key wor
