摘要摘 摘要 摘 要 城市环境规划是城市可持续发展的基础，是为使环境社会经济协调发展， 把“社会一经济一环境”作为一个复合生态系统，依据社会经济规律、生态规 律、和地学原理，对其发展变化趋势进行研究而对人类自身活动和环境所做的 时问和空间的合理安排。其目的是指导人们进行各项环境保护活动，按既定的 目标和措施合理分配排污削减量，约束排污者的行为，改善生态环境，防止资 源破坏，保障环境保护活动纳入国民经济和社会发展计划，以最小的投资获取 最佳的环境效益，促进环境、经济和社会的可持续发展。 本文从研究中国环境规划的实际出发，与国外城市环境规划相比较，分析 了城市环境规划的理论基础及现状，提出了以可持续发展为起点的环境规划技 术方法和路线，指出了中国城市环境规划存在的不足及相应的解决途径，对我 国城市环境规划的技术方法进行了较系统的研究。最后，以新疆乌鲁木齐头屯 河开发区的大气环境规划为例，进行了大气环境的环境容量计算，总量控制分 析，大气污染物排放量变化分析，并对区域大气环境进行了系统的规划，提出 了规划方案，并对规划方案进行了费用效益分析。 关键词：城市环境规划科学性实用性 定量技术方法 AbslxactAbstract Abslxact Abstract Urban Environmental Planning is the basis of urban sustainable development． It will make reasonable arrangement for the urban spatial environment and human activities by taking research in the urban developing trends，referring to the principle of the geography and the law of society,economy and ecology of the society-economy-environment complex ecosystem．An ideal Urban Environmental Planning should achieve those objects：supervising environmental protection actions， limiting pollution，improving ecological environment，protecting resources from destruction，promoting the unisonous and sustainable development between the society,economy and envirmmaent Comparing with foreign urban environmental planning，this paper makes a full analysis of development of urban environmental planning in China and pointes out its faultiness，comes up with the technology and routine for urban environmental planning based on the systematic research about the planning theory and methodology．In this paper,a case of air planning for Toutunhe area of Urumchi in Sinkiang is given．This case involves series work，including calculation the environmental capacity of the air,analysis of gross control，trend analysis of the air pollution change，systematic planning for the regional atmospherics environnlent and finally raising planning scheme． Key words：urban environmental planning；’scientificity；practicability； quantificational technology and method 南开大学学位论文版权使用授权书本人完全了解南开大学关于收集、保存
